In a nutshell, in the US, as soon as you've created an artwork it is copyrighted by you, and your rights cannot be transferred unless you put this in writing. this means as an artist, you do not need to spend time and money registering all of your works to protect them. These works would be registered with private companies, as the copyright office of the US gov would be dissolved.
Republicans in Congress want each artist to register their works, which will cost time and money, and if your work is not registered, it will be considered an 'orphaned work' which anyone who wishes to could reproduce, make money from, and you'd not get a cent.
