Canada is also trying something with policy around registering lost phones and having them blocked in some way. The USA is way ahead of us since you have about 85% cel phone saturation with high smart phone whereas Canada is around 40% with not a lot of smart phone. We only have 2 actual providers with batshit 3 year contracts so sorting out lost phones and policy and responsibility is a nightmare.
