Carver has explained that the fallen angels still have half of their powers (except for flight) they can smite, have extra strength and can heal etc. Only Castiel was made human by Metatron (who used his grace to create the spell to throw the angels from heaven )
The angels can do terrible damage to Earth, there will be one faction out for revenge, another that seek to protect humanity as God's will, but the gates of heaven are closed, there is only Metatron up there alone, it would take someone inside to open them up to allow angels back in.
